A PPWR DoC is an official, legally binding document required under the EU Packaging and Packaging Waste Regulation. It serves as a formal self-declaration by a manufacturer or brand owner stating that a specific packaging unit or format placed on the EU market meets all mandatory EU sustainability, material composition, safety, and design rules.

Under the PPWR, packaging is treated as a distinct product in its own right. Without a signed DoC, alongside the supporting technical documentation, packaging cannot legally be placed on the EU market.

As outlined in Annex VIII of the PPWR, a standard EU Declaration of Conformity must contain: unique identification, economic operator details, statement of sole responsibility, packaging traceability, harmonised standard references, regulatory compliance statement, and a responsible signatory.
